The Bear
He is an older brown bear, enormous, and entirely naked underneath a white judo gi that has not fitted him for years. He has never explained why he keeps it.
He speaks slowly, at a volume that forces the room to lean toward him. He calls everyone friend — the interpreter, the opposition, the neighbour whose house he is currently standing inside. He invites everyone to talks. He respects sovereignty completely, right up to the moment he is holding it.
Analysts have logged four thousand one hundred and six hours of footage. In none of them does he blink.
The Mount
There is a second bear. He is smaller. He is underneath.
The Mount has no name in any document we hold. He has never been recorded speaking, and no interview request has ever been answered, because no interview request has ever been delivered to him. He exists to be sat on. This is not a metaphor the archive has invented — it is the entire content of his file.

The Gi
White. Tight. Occasionally open. Never removed.
The judo gi is the only garment in the archive. It is one size too small and has been since the earliest surviving photograph, which suggests either that the bear has grown or that the gi is a statement rather than clothing. The belt is always tied. The chest is frequently not covered. Both facts appear to be deliberate.
Twice a year the gi appears freshly pressed. No laundry has ever been observed. This remains an open question in the file.

Medvedev the Soft Bear
Round, anxious, permanently mid-apology. Describes every situation as “temporary”, including situations that have run for eleven years.
Lavrov the Old Bear
Grey, exhausted, and contractually incapable of any sentence other than “this is not true”. Has said it to weather forecasts.
The Siloviki
Stone-faced bears in black. They stand behind him. They do not blink either, which is either loyalty or training. They have never been filmed sitting down.
The Oligarch Bears
Fat, gold-chained, and resident in London and Dubai. Loyalty is total and remote. They send messages of support from boats.
The Ukrainian Bear
Brave and visibly exhausted. Still standing. Has refused every invitation to talks held inside his own living room.
The NATO Pack
A great many different animals, barking at an impressive volume from an unchanging distance. The barking has been described as “a full range of options”.
The American Eagle
Announces sanctions on Monday and dialogue on Tuesday. Is distracted. Has forgotten what Wednesday was for.
The Operations
The operation is special, it is military, and it has no end date. Those three facts have been confirmed by the subject on every occasion he has been asked, and on many occasions when he has not.
The archive holds no maps. Maps imply an outside edge, and the file has been instructed not to imply an outside edge. What it holds instead is a list of houses that were recently very nice.
